Dr Sam De Silva is one of the lead partners in Taylor Walton's Technology and Outsourcing Group.
The 2009 edition of The Legal 500 states that the T&O Group is "as good, if not better, than a City firm".
Sam specialises in technology projects including outsourcing (IT, BPO and off-shoring), system development and supply, system integration, software licensing and support and services agreements. He has specific experience in public sector transformation projects and has excellent knowledge of the OGC IT model contracts.
He advises clients in both the public and private sector and has acted for both suppliers and users of technology. He has had experience and is admitted to practice law in New Zealand, Australia and the United Kingdom and over the years has been involved in some of the leading technology and outsourcing projects in those countries.
Sam has published widely and speaks regularly on outsourcing and technology contracts and is a regular contributor to the Computer and Telecommunications Law Review and www.IT-Director.com. Sam is an Associate Lecturer at the University of Surrey for the Surrey European Management School and also developed an on-line distance education IT Contracts course for Central Law Training.
Sam has had in-house experience having been seconded for 9 months as a Senior Legal Counsel to Accenture UK so has a unique insight to the issues confronting IT suppliers and service providers.
Sam also regularly advises on commercial IP, e-commerce and data protection issues.
In addition to his LLB and Masters in Business Law, Sam has post-graduate degrees in information technology and business administration so is well aware of the commercial, business and technical issues facing both users and suppliers of technology. Sam is also a Fellow of the British Computer Society (FBCS) and a Chartered IT Professional (CITP).
Sam is on the Stevenage Business & Technology Centre Enterprise (btc) Hub Advisory Board. This Board focuses on the quality and scope of the business support available and activities delivered through the btc Enterprise Hub into the Stevenage and sub-regional area.
In 2009 Sam was appointed to the Law Society's Technology and Law Committee. The role of the Committee is to provide advice on technology and e-commerce related legislation (domestic and European) and to provide support in respect of technology to the Law Society and the profession.
Sam is actively involved in the local community through being an Independent Member of the Standards Committee of St Albans District and City Council. One of the roles of the Standards Committee is to assess and adjudicate complaints made against Councillors.
Career
Sam initially qualified as a barrister and solicitor in New Zealand and worked for one of the top law firms in NZ, Simpson Grierson. Prior to joining Taylor Walton in 2008 Sam worked at London law firms, Nabarro and Pinsent Masons. Sam has also had experience in Sydney, Australia having worked for the leading Australian law firm, Freehills.
